Ratings factor in weather, crowd levels, seasonal events, and the overall atmosphere a city offers during each month. A rating of 5 means conditions are exceptional — think shoulder-season warmth with thin crowds and marquee festivals. A 4 still promises an excellent visit, while a 3 is solid but may come with trade-offs like heat, rain, or peak-season pricing. Cities rated 1 or 2 for a given month are omitted — not because they're bad places, but because other months serve them far better.
